Intercollegiate Review Committee

The Intercollegiate Review Committee (CIT) aims, through peer review, to safeguard and improve the quality of legal assistance in asylum cases provided by all lawyers who work on the basis of legal aid within asylum and refugee law. The CIT does this by conducting (random) reviews at the case-file level and by attending court hearings in asylum cases.

The CIT is organized on a nationwide basis and, in principle, has a department at each Immigration and Naturalisation Service (IND) application center (AC). Each department consists of six lawyers. The CIT is not a legal entity, but rather a working structure designed to give effect to the quality assurance required by the Legal Aid Board (RvR). The CIT performs its duties independently. The activities of the CIT are facilitated and funded by the Legal Aid Board. Employees of the Board, legal coordinators, and an asylum officer together form the secretariat of the CIT.

The registration conditions for the legal profession stipulate that, for registration in the specialization of asylum and refugee law, a lawyer must cooperate with intercollegiate review by the CIT and, upon request, make case files available for the purpose of assessing the quality of legal assistance in asylum cases. The CIT has only those powers as set out in its Statute. In carrying out its reviews, the CIT uses the Best Practices Asylum Guidelines (opens in a new window) as its framework.
